Welcome to the forums!

Are you wanting a string set with the same feel and tension that Elixir .11-.48 give you in standard tuning, but tuned down to E flat?  I'm not sure if I understand your question exactly.  Chromes in either Light (ECG25) or perhaps Medium (ECG26) would give you that feel, dropped down to E flat.  Chromes are smooth like Elixirs, but without the icky coating that Elixirs have.  The heavier gauge will give you a similar tension when you drop your tunings down that half-step.  Here's info on Chromes:

Guitar players seem to love Elixirs but bass players seem to hate them or any coated string for that matter.

I don't get it?  How come the coated guitar strings seem so good and get rave reviews but the bass sets aren't what they are cracked up to be?

God wants spiritual fruit, not religous nuts!

^ elixirs are good but expensive. I'm hoping i can go to 12s - 54 without adjusting the truss rod

Will you be using Elixirs to test the new setup, or do you think you'd give the less-expensive (but cooler) Chromes a try?

As for coated bass strings, bass strings have a lot of surface area in comparison to the thinner guitar strings.  This would make flaking much easier to occur with the coating of bass strings.  Also, bass strings seem to last so long when they're taken good care of that coated bass strings just tend to not be worth it.
